The fine is the easy part

Non-compliance compounds: contributions, blocked work permits, and after two non-compliant years, demotion to Category 3 — which raises every new permit fee.

AED 108,000 per unfilled role

In the 50+ regime, every gap is a financial contribution of AED 9,000/month — and unpaid contributions freeze your work permits. A 5-role gap is half a million dirhams a year.

The target keeps moving

4% → 6% → 8% → 10%. The quota has risen every year since 2022, with a mid-year checkpoint most companies don't even track. 2026 is the milestone year.

Arabic paperwork, English decisions

Trade licenses, MOHRE notices and NAFIS rules live in Arabic PDFs your tools can't read. Your compliance data is trapped in documents nobody has time to parse.

FAQ

Questions HR directors ask us

What is the Emiratisation target in 2026?+

Mainland companies with 50 or more employees in skilled roles must reach 10% Emiratisation of skilled roles by 31 December 2026 — the final step of a ramp that has risen 2 percentage points a year since 2023. There is also a mid-year checkpoint: roughly 9% by 30 June. Companies with 20–49 employees in one of the 14 designated sectors must have at least 2 Emirati employees.

Does this apply to free-zone companies?+

The quota currently targets MOHRE-registered mainland companies. Free-zone entities can use ComplyAI to monitor policy changes, prepare voluntarily, and stay audit-ready — several free zones are expected to introduce their own targets.

What counts as a 'skilled' role?+

Generally, an occupation in the MOHRE skill bands held by someone with a post-secondary qualification earning at least AED 4,000/month. Getting this classification wrong is the #1 audit trap — ComplyAI flags employees whose salary or classification puts your quota count at risk.

Which documents do I need to get started?+

Just two: your employee list (CSV or Excel) and your trade license (PDF or image — Arabic is fully supported). Everything else is computed for you.

Is my company data secure?+

Yes. Your data is encrypted in transit and at rest, aligned with UAE PDPL requirements, and never shared or sold. You can delete your workspace and all documents at any time.

Can I cancel my subscription?+

Anytime, in one click. Subscriptions are month-to-month with a 7-day money-back guarantee, and your compliance history stays available on the free tier.

The 10% deadline is December 31.
